    After detailed discussion on the agenda points, following decisions were taken during the meeting:

Conference Venue:

In view of security concerns particularly of the diplomats/donors, the conference will be held in Serena Hotel, Islamabad

Conference program:

  1. Registration may begin at 9:00 am and guests to be seated by 10:00 am for the inaugural session on 13th December, 2009 to cater for the delays caused due to security hassles.
  2. ‘Decentralization and Local Governance’ may be planned as a Plenary Session, replacing ‘Democracy and Security’, which would be made one of the parallel panels.
  3. The Panel for each session will comprise of chair, two panelists/discussants and two key note speakers (one national and one international), ensuring balance of participation of policy makers and experts.

  1. Conference Papers received so far were considered mostly of not desired quality. Chairperson of the Sub-committee would identify suitable persons as national keynote speakers for the conference sessions and personally approach them for submission of their papers.
  2. Ms. Farzana Shahid would develop initial draft speeches for the Chief Guest for Inaugural and Closing Sessions and circulate these to sub-committee members for their input

Media Publicity:

  1. There should be a pre-conference press briefing organized to bring the media on-board prior to event proceedings.
  2. The Conference Brochure as per Option B was approved. The conference logo should be splashed across the Invitation Cards/backdrops.

Logistical Plan:

GINI will be responsible for timely completion of various activities.
